EQUITY WAS THE WORK.

LEGACY IS THE CHARGE.

CABE LEADS the nation as the sole authorized provider
of Dr. Ivannia Soto’s work, the Multilingual Shadowing Protocol.

The California Association for Bilingual Education
is honored to continue the legacy of Dr. Ivannia Soto
as the official home of the National Center for
Multilingual Learner Shadowing (NCMLS),
advancing this work to support educators
and students across the country.

“Shadowing re-centers instruction on what multilingual learners actually experience —not what we assume they experience—so educators can take action toward equity.”

Dr. Ivannia Soto

WHAT IS THE MULTILINGUAL SHADOWING PROTOCOL?

A powerful, equity-centered approach that re-centers the lived classroom experiences of multilingual learners to drive instructional improvement.

The protocol supports educators in examining:

  • Access to language, interaction, and academic voice
  • Student engagement, belonging, and participation
  • Instructional decisions through a learner-centered lens

This results in equitable, targeted, and high-quality instruction responsive to the individual needs of multilingual learners.

IMPACT ON LEARNING ENVIRONMENTS

This training strengthens classrooms and systems by:

  • Increasing meaningful oral language opportunities
  • Improving student engagement, belonging, and participation
  • Identifying instructional and structural barriers to equity
  • Building learning environments that adapt to learners
  • Having an impact across the learning community

WHY EQUITY CAN'T WAIT?

Multilingual learners continue to face systemic inequities in access and opportunity.

The Multilingual Shadowing Protocol provides an urgent, research-based response by:

  • Centering student experience as essential instructional data
  • Shifting practice from compliance to reflective, action-oriented inquiry
  • Strengthening learning environments to adapt to learners
